Rights of Foreigners In accordance with the laws of the Republic of Azerbaijan foreigners are persons having no citizenship of the Republic of Azerbaijan and the people who are citizens of other countries. In view of growing interest of foreign citizens, businessmen, tourists to Azerbaijan in recent years , we bring to your attention the rights and obligations applicable to them in our country: Temporary stay in the territory of the Republic of Azerbaijan  The period of temporary stay of foreigners and stateless persons in the Republic of Azerbaijan based on visas is defined on the basis of term determined in visas. In cases not requiring visa, the period of temporary stay of foreigners and stateless persons in the Republic of Azerbaijan may not exceed 90 days The registration of the staff of diplomatic representations and consulates of foreign countries in the Republic of Azerbaijan, as well as representatives of international organizations, including the administrative and technical service personnel and their family members, as well foreigners visiting Azerbaijan Republic with the diplomatic missions or special missions as per provisions of the international treaties joined by Azerbaijan Republic is carried out by the Ministry of Foreign Affairs. Temporary and permanent residence in the territory of the Republic of Azerbaijan  Foreigners and stateless persons may apply to State Migration Service of the Azerbaijan Republic at least 22 working days before the expiry of term of temporary staying or residence in the Republic of Azerbaijan for obtaining of permit for temporarily residing in the country. In the following cases a temporary residence permit may be issued for foreigners and stateless persons: - being in marriage with a citizen of the Republic of Azerbaijan; - having investment in the country\'s economy, amounting to 500,000 manat; - having deposited an amount of 50,000 in banks in the Republic of Azerbaijan; - having obtained work permit to be employed in the territory of the Republic of Azerbaijan; - having formal education in educational institutions of the Republic of Azerbaijan; - being a high qualified specialist in fields of economy, industry, defense, culture, sports, science and other areas. Foreigners and stateless persons willing to be employed in the Republic of Azerbaijan may apply to the State Migration Service of Azerbaijan Republic in connection with the issuance of an individual permit through the Employer within the above-mentioned period. The relevant license entitling labor migrant with temporary residence permit is valid for a period of validity of individual permit. Foreigners and stateless persons obtained temporary and permanent residence permits in the Republic of Azerbaijan are considered as legalized their residence, registration on the place of residence according to relevant certificates by the State Migration Service of Azerbaijan Republic. Foreigners and stateless persons obtained permission for temporary and permanent residence in the Republic of Azerbaijan must apply to the State Migration Service of Azerbaijan Republic for registration no later than 10 days upon arrival in a new place of residence after they have changed their residence. The permit for temporary residence in the Republic of Azerbaijan is valid on the basis of existing of cases defined by the legislation in force. Foreigners and stateless persons lawfully living in the Republic of Azerbaijan at least 2 years may be given the right of permanent residence (immigrant status) in accordance with legislation of the Azerbaijan Republic. Foreigners and stateless persons got permission for temporary and permanent residence in the Republic of Azerbaijan may leave and come back to the Republic of Azerbaijan based on valid identity documents (passport or a document confirming the identity of the stateless person) and the certificates issued by the State Migration Service of Azerbaijan Republic. The rights and freedoms of foreigners and stateless persons • freedom of movement and choice of residence; • engagement in labor activity; • personal immunity; • residence immunity; • investment and entrepreneurial activity; • right of rest; • protection of health; • education • Freedom of conscience. Foreigners and stateless persons may worship any religion. But they cannot have a religious propaganda. Foreigners and stateless persons may not be members of political parties in the Republic of Azerbaijan. State duties According to the law Azerbaijan Republic On State Duties following duties are defined for issuance of decisions for extending temporary stay of foreigners and stateless persons in the country, for issuance of relevant licenses for temporary or permanent residence, as well as engagement in paid labor activities and for extensions of its duration, related to matters of citizenship of the Republic of Azerbaijan, including for issuance of Refugee card or travel document for persons obtained a refugee status in the Republic of Azerbaijan:
